- San Elijo Lagoon Loop via North Coast Bike Trail
- As part of the BuildNCC Environmental Enhancements a section of the North Coast Bike Trail (simulations on pages 6-8) is being built from Solana Beach to Manchester. The multi use path which will provide easy access for bicyclist and pedestrians wanting to visit the San Elijo Lagoon Nature Center run by the County of San Diego Parks and Recreation.
- Pedestrians will be able to continue in a loop west and south over two bridges and connect up to the Harbaugh Trail and the Coastal Rail Trail.
- Item to discuss the feasibility of allowing bicyclists to make the same connection from the Nature Center to the Coastal Rail Trail.

- Walk To School Day – Wednesday, 7 Oct 2020
- Since 1997, communities have been coming together for Walk to School Day. This year, the global coronavirus pandemic means that travel to school may be different than prior years. In some places, schools are open and students are able to walk and roll to school. In other places, the school trip might just be to the living room. Regardless, communities across the country tell us that they remain committed to participating in Walk to School Day this year—and that the reasons for participation remain the same, with physical activity, safety and social connectedness rising to the top.

Those present at the Zoom meeting included Douglas Alden, Shawna Mc Garry, Karl Rudnick, Paul Dickstein, Jewel Edson, Dan Goldberg, Jill Cooper, Howard LaGrange, Kristine Schindler, and Jon Luft.
Lomas Santa Fe Corridor
Dan Goldberg reported on City Council members’ favorable reception of the Staff presentation of the multi-use path design, one feature of the Lomas Santa Fe Corridor Improvement Plan, at the September 9 Solana Beach City Council meeting. Council directed Staff to alter the design by moving the traffic median west of the freeway to the south, thus creating a wider path in front of Skyline School. A Class 1 multi-use path requires 15.5 feet in width. Council decided against impacting property owners at the 3 “pinch points” (areas with widths less than 15.5 feet) along the corridor west of Solana Hills. City Manager Greg Wade stated that a municipal code alteration could allow bikes on the wide sidewalk.
Dan reminded us that the Phase III design must be completed by SANDAG’s April 4, 2021 deadline. The timeline for our $12M ATP (Active Transportation Program) Cycle 5 grant for the LSF Corridor full implementation is SANDAG recommendations will be announced in February, and final awards in April.
Safe Routes to Schools Study
CALTRANS awarded the City $165K, with a $55K City addition to total $220K, for a Safe Routes to Schools grant. The City will request 4 proposals for a study and have not yet been given the go-ahead to start.
Gotcha Bike Share Program
Howard LaGrange, Chair of the San Diego Regional BikeWalk Alliance, reported that because of serious issues with the supply line, there will be no Gotcha Bike Share in the north coastal cities.
Climate Action Plan
New Climate Action Committee member Shawna McGarry reported on her work updating the City Climate Action Plan. Shawna is studying resources passed on by Douglas as well as looking at other cities’ CAP programs.

As part of the BuildNCC Environmental Enhancements, a section of the North Coast Bike Trail (simulations on pages 6-8) is being built from Solana Beach to Manchester Blvd. The multi-use path will provide easy access for bicyclists and pedestrians wanting to visit the San Elijo Lagoon Nature Center (run by the Nature Collective). Pedestrians will be able to continue in a loop west and south over 2 bridges and connect to the Harbaugh Trail and the Coastal Rail Trail. Karl Rudnick will identify stakeholders to discuss the feasibility of allowing bicyclists to make the same connection from the Nature Center to the Coastal Rail Trail. Kristine Schindler will provide the contact for the Nature Collective which controls the new bridges and he needs to discuss with a San Diego County Parks rep for the trails they control.
